Eligibility

An Indian Passport holder is eligible to get a new passport when his/her current Indian Passport expires. The earliest an Indian national can apply for a new ten-year Indian Passport is a year before the expiry of his/her present passport. The fresh Indian Passport that is provided to the applicant is with the validity of ten years. To put it clearly, if an Indian Passport holder has his/her passport expiring on December 31, 2010, application for a new Indian Passport can be deposited with the Embassy on any working day as per the timings between January 1, 2010 and December 31, 2010.

Please note that Government of India has stopped the practice of issuing Additional Booklets on existing Indian Passports. Hence, in case of either the pages of the existing passport have been used up or in case of completion of validity of the passport, the applicant is required to apply for a new Indian Passport only, as per the required process.

Process

Applicants please note that Indian Machine Readable Passports (MRP) are not prepared in the Embassy and issued to the individuals from its office in Warsaw. Passports are prepared and printed by the authorities in India and sent to us for onward despatch to their rightful owners. The process starts with the applicant depositing completely filled in Passport Application along with all the necessary documents; the case is then referred to authorities in India. If everything is found correct by them, the passport is printed and sent to the Embassy. Applicants have to be careful about giving proper information in the application form, depositing necessary documents including photocopies wherever necessary and provide appropriate colour photographs. Photos that do not meet the prescribed specifications would be rejected, resulting in Embassy asking for fresh photographs of the applicants thereby delaying the printing of new Passports in India.

All individuals seeking to apply for a new passport are required to deposit the application form and documents in person at the Embassy.

The following documents are required by the Embassy to process the application:

  1. Duly filled in Indian Passport Application Form.
  2. Four (4) passport-size recent colour photographs (front view against light background)
  3. Current passport in original (photocopies alone will not be acceptable)
  4. Copy of Polish/Lithuanian Identity/Residence Card.
  5. Copy of Residence Permit / Work Visa.
  6. Letter from employer confirming employment of the applicant and recommending issue of fresh passport (only for those applicants who are resident in Poland on the basis of Work permit/work visa).
  7. In case of change in address, documentary proof (copy of electricity bill, telephone bill, allotment letter, etc) may be enclosed.
  8. In case of addition/deletion of spouse name, copy of relevant document may be enclosed.
  9. Registration form for Indian Nationals if not submitted earlier.
  10. Prescribed Fee.

Processing Time

Except for Indian Passport which requires to be issued by the Embassy in cases of emergency (i.e., when lost/stolen/damaged), all passports are now being printed in India, it will take about thirty days for issue of a printed passport, if everything is found to be fine with the application form, photo, etc., by the authorities in India. In case a reference is to be made to the original Passport Issuing Authority, it might take longer time.

The applicants are advised to contact the Embassy 30 days after submitting their application forms to know the status of their new passport.

ISSUE OF DUPLICATE PASSPORT/ TRAVEL DOCUMENTS

Issue of a duplicate passport/travel document, in case an Indian national’s passport is LOST, STOLEN or DAMAGED

If an Indian national who is legally resident in Poland/Lithuania has either lost, damaged his/her Indian Passport or the passport has been stolen, he/she is required to approach the Embassy of India, Warsaw to get a duplicate passport. A duplicate passport, just like a new passport, is valid for travel to all countries and is valid for ten years.

If an Indian national who is on a short visit to Poland/Lithuania and his/her Indian passport is lost, stolen or damaged within the period of validity of his/her Polish/Lithuanian/Schengen visa, the individual is required to approach the Embassy immediately for a travel document.

Documents required for issue of a duplicate passport or an Emergency Certificate:

  1. Application Form for issue of duplicate passport (same as for new passport)
  2. Four passport-size recent colour photographs
  3. Photocopy of the lost/stolen/damaged Indian passport
  4. Police Complaint Report in case of loss or theft
  5. A statement by the applicant explaining circumstances in which passport was lost/stolen/damaged
  6. Introduction letter from employer (if the applicant is employed in Poland/Lithuania)
  7. Affidavit signed by applicant stating that he/she has neither acquired nor applied for any other country's nationality/citizenship
  8. Copy of Polish/Lithuanian Identity Card
  9. Copy of Residence Permit
  10. Prescribed Fee

In the normal circumstances when a temporary visitor loses Indian Passport, an Emergency Certificate is issued to him/her which is valid for return to India. Emergency Certificate issued to an Indian national by the Embassy does not validate travel to any other country.

In case of extreme emergencies, a Short Validity Passport is issued to the Indian nationals under the following circumstances:

  1. in case of a temporary visitor to Poland/Lithuania
  2. in case of a Polish/Lithuanian Resident Permit holder

A Short Validity Passport is issued for a period of six months only in the cases when the Embassy finds it necessary to issue such Short Validity Passports.

Applicants may please note that such Short Validity Passports cannot be renewed. Applicants are required to apply for a ten year validity Indian passport with the Embassy by paying the normal passport fee and submitting necessary documents along with the application form.

If a Short Validity Passport has been issued from authorities in India, the Embassy can issue a full validity passport only after getting the clearance from the original Passport Issuing Authority, which takes time. Hence, such passport holders are advised to apply in good time.

Processing time

Processing time to get a duplicate passport is the same as that for re-issue of passports.

In Case of Deportation of Indian Nationals by Polish/Lithuanian Authorities

In the case of deportation of immigrants caught by the Polish/Lithuanian Police authorities for repatriation back to India, the police authorities need to either deposit or send by post the following documents to the Embassy for the Embassy to process the case further:

Completely filled in Indian Passport Application Form (available on this website under ‘Application Forms’)
Letter from the police authorities explaining the circumstances (including the charges levied) under which the individual needs to be repatriated
Four colour photographs
Photocopy of passport of the person (to held in establishing the identity/nationality of the person)

PASSPORTS FOR CHILDREN BORN IN POLAND/LITHUANIA

Indian nationals please note that children’s names cannot be entered in his/her parent's passport any more. Please apply for a fresh passport for the child. For a child to be given an Indian passport, he must be registered with the Embassy, as an Indian national within one year of birth.

Important, Please Note:

If the parents of the child fail to get the registration of the child done at the Embassy and thus not obtain his/her Birth Certificate from the Embassy within the first year of the child’s birth, the process to obtain an Indian Passport and Indian Birth Certificate for the child is subject to a different procedure. The Embassy needs to refer the matter to the authorities in India to get clearance as to whether the Embassy can issue the Birth Certificate to the child and the application for child’s Indian Passport can only be processed further when the child has got a Birth Certificate from the Embassy.

Requirements for issue of a passport to a new-born child:

  1. Application Form for Indian Passport.
  2. Four passport-size recent photographs.
  3. Passports in original of both the parents along with photocopies of front and back pages and pages where residence permits have been granted.
  4. Copy of resident card / permit of both parents.
  5. Copy of Birth Certificate issued by the hospital giving the name of the child and both parents (Original to be produced for verification)
  6. Copy of marriage certificate of parents (original to be produced for verification). If mother’s name is entered in father’s passport or vice-versa, the marriage certificate need not be submitted.
  7. Application for registration of birth.
  8. An affidavit signed by both parents.

CHANGE OF NAME (SURNAME/MIDDLE NAME) FOLLOWING A MARRIAGE
OF INDIAN WOMEN IN THEIR PASSPORTS

Upon marriage, if the Indian women citizens wish to change their names (change of given name or change/addition of surname), they can do so by following a procedure of submitting the following documents with the Embassy:

  1. Duly filled in Miscellaneous Services Application Form.
  2. Application From for Fresh Passport.
  3. Four passport-size recent colour photographs (front view against light background).
  4. Original Passport.
  5. Marriage certificate issued by Registrar of Marriages (it must be attested by the Home Department of concerned State Government and then by the Consular Division in the Ministry of External Affairs in New Delhi).
  6. A joint affidavit signed by both husband and wife along with a joint photograph.
  7. Copy of Polish/Lithuanian Identity Card.
  8. Copy of Residence Permit.
  9. Prescribed Fee.

KINDLY NOTE THAT CHANGE OF NAME AFTER MARRIAGE AS PER THE ABOVE-MENTIONED PROCEDURE IS ALLOWED TO A FEMALE INDIAN APPLICANT ONLY. TO CHANGE THEIR NAMES, INDIAN MALE APPLICANTS IN ALL CASES AND INDIAN FEMALE APPLICANTS IN CASES OTHER THAN MARRAIGE ARE REQUIRED TO FOLLOW THE NORMAL PROCEDURE AS MENTIONED BELOW.

CHANGE OF NAME IN THE PASSPORT (NORMAL PROCEDURE):

The applicant (both male and female) should submit:

  1. Duly filled in Miscellaneous Services Application Form
  2. Application Form for fresh passport
  3. Four passport-size recent photographs in
  4. Original Passport
  5. Copy of Identity Card
  6. Copy of Residence Permit
  7. Original newspaper announcement announcing change of name, published in three leading daily newspapers. Two newspapers should be of area of applicant's permanent address in India (one in English and the other in Hindi/local language) and the other of the area of his present address in Poland/Lithuania. Waiting time of 30 days is mandatory after the last publication.
  8. Affidavit in prescribed format signed in presence of Consular Officer.
  9. Prescribed Fee.

CHANGE IN APPEARANCE

If the appearance of an applicant has changed significantly since the issue of his/her last passport, an Indian national can apply for a fresh passport with a recent photograph.

The following documents are required to be submitted:

  1. Application form for fresh passport
  2. Four passport-sized recent photographs
  3. Current Passport in original
  4. A letter/explanatory note on plain paper explaining the circumstances under which the service is requested.
  5. Copy of Identity Card

MISCELLANEOUS SERVICE

Change from Emigration Clearance Required (ECR) to Emigration Clearance Not Required (ECNR)

The following Indian nationals are eligible to obtain the ECNR stamp on their passport, by submitting appropriate proof regarding their status:

  1. Gazetted State/Central Government servants
  2. Proof of Income Tax Payment in India (Proof of Assessment to Income Tax and actual payment of Income Tax for last 3 years in a row)
  3. Persons holding professional degrees/diplomas (diplomas should have been obtained at least after two years of studies)
  4. Persons having 10 + 2 qualification or higher
  5. Persons legally staying abroad for more than 3 years
  6. Persons holding permanent immigration visas such as the visas of USA, UK and Australia
  7. Persons above the age of 50 years
  8. Dependent children of parents whose passports are classified as ECNR.(ECNR is valid until the children attain 24 years of age)

To obtain the above service an applicant has to submit the following:

  1. Duly filled in Miscellaneous Services Application Form
  2. Original Passport
  3. Documentary evidence that he qualifies in any of the above category
  4. Prescribed Fee

CHANGE OF ADDRESS

If an Indian national wishes to change his/her address in the passport, the following documents are required to be submitted:

  1. Duly filled in Miscellaneous Services Application Form
  2. Original Passport
  3. Documentary evidence of your address such as Identity Card/Residence Card or electricity/water bills etc showing your address
  4. Prescribed Fee

IMPORTANT

If an applicant is holding a passport in which the address is in the laminated page of the passport, change of address involves issue of a fresh Indian Passport and, hence, he/she is advised to follow the procedure of obtaining a new Indian Passport accordingly.

CANCELLATION OF INDIAN PASSPORT

INSTANCES HAVE COME TO THE NOTICE OF THE EMBASSY WHEREIN INDIAN NATIONALS HAVE BEEN FOUND TO BE USING THEIR INDIAN PASSPORT EVEN AFTER ACQUIRING FOREIGN CITIZENSHIP/PASSPORT.

THIS IS AN OFFENCE AND THE PERSON IS LIABLE FOR PROSECUTION.

WHEN AN INDIAN NATIONAL ACQUIRES THE CITIZENSHIP OF ANY OTHER COUNTRY, HE/SHE LOSES THE INDIAN CITIZENSHIP. IT IS THE RESPOSIBILITY OF THE PERSON CONCERNED TO SEND HIS/HER INDIAN PASSPORT TO THE NEAREST INDIAN EMBASSY FOR CANCELLATION OF THE INDIAN PASSPORT.

IN ORDER TO RENOUNCE INDIAN NATIONALITY, THE PERSON IS REQUIRED TO FILL UP A FORM AS WELL AS A DECLARATION FORM UNDER SECTION 8 OF THE CITIZENSHIP ACT, 1955. HE/SHE IS ALSO REQUIRED TO SURRENDER THE INDIAN PASSPORT WHICH WILL BE CANCELLED BY THE EMBASSY AND A ‘NATIONALITY SURRENDER CERTIFICATE’ WILL BE ISSUED TO THE PERSON. Click here for the Forms.
